INTERNATIONAL 3-12 Powell Begins Asia Tour As Kashmir Dominates Secretary of State Colin L. Powell arrived in India to begin a weeklong trip through South and Southeast Asia aimed at gathering support for the campaign against terrorism. Indian officials complained about what they say is continued infiltration from Pakistan into the disputed Kashmir region. Secretary Powell said he would press for talks between India and Pakistan over Kashmir, but did not expect a breakthrough on this visit. 1 House Approves Trade Power The House of Representatives passed legislation granting the White House broader powers to negotiate trade deals. The vote was largely along party lines, with 27 Republicans voting against the measure and 25 Democrats supporting it. President Bush said the authority, ''will open markets, expand opportunity, and create jobs for American workers and farmers.'' 1
