New York Times/CBS News Poll finds that New Jersey Gov Christine Todd Whitman continues to receive high marks, but she has been unable to convince voters that she will do better job than her Democratic opponent, State Sen James E McGreevey, in addressing their top concern, auto insurance; although those polled say they have more confidence in McGreevey's ability to lower auto insurance rates, 60 percent are unable to offer opinion of him; with voters expressing such mixed sentiments--and one in three saying they could change their minds before Nov 4--survey's findings underscore volatility of New Jersey voters; race between Whitman and McGreevey appears to be statistical dead heat among those voters judged by pollsters to be most likely to vote; in this group, polls shows that 43 percent prefer Whitman, 39 percent favor McGreevey, and 9 percent favor Libertarian gubernatorial nominee Murray Sabrin; Whitman's lead widens among broader group of voters who are not as sure that they will vote; graph; photo (M)
