More than a decade ago Bobby Ray Inman left Washington in a huff, vowing never to return. The city was too mean, the bureaucratic infighting too enervating, the backbiting too intense, he told intimates after serving 16 uncomfortable months as deputy to William J. Casey, who was then Director of Central Intelligence. Shucking a long Government career, Mr. Inman went home and set up a business in Austin, Tex. But his heart never left the Potomac. Using the tools he had acquired as a four-star admiral and a spy master -- stealth and discipline -- he managed to keep his finger on the pulse of power.

10 Freelance Writers Sue Over Electronic Rights

Ten freelance writers filed a Federal suit against major news organizations yesterday over who controls the rights to reproduce their articles in new electronic media. The writers sued The New York Times Company, the Time Inc. Magazine Company and Newsday, which is owned by the Times Mirror Company. They also sued the Mead Data Central Corporation, which runs Nexis, a data service that provides the archives of many news organizations via computer, and University Microfilms International, a division of Bell & Howell, which for many years has provided the archives of The New York Times and many other newspapers on microfilm.

Whitman Makes Peace With Editors

In her first meeting with the state's newspaper editors since her election on Nov. 2, Governor-elect Christine Todd Whitman could not help taking a jab at the people whose newspapers' editorial pages overwhelmingly urged voters to oppose her and whose news pages consistently suggested she was an amateurish underdog headed for defeat. "It's nice to be here," Mrs. Whitman said, opening her remarks to the New Jersey Associated Press Managing Editors with a smile. "I know many of you didn't expect me to be here."

A New Chief For Ameritech

The Ameritech Corporation said today that its board had named Richard C. Notebaert president and chief executive, effective Jan. 1. He will replace William L. Weiss as chief executive. The company said Mr. Weiss would continue as chairman. Mr. Notebaert was named president and chief operating officer in June. Before that, he was Ameritech's vice chairman.

South Korea's Prime Minister Hwang In Sung resigned today to help cool public ire over the Government's decision to open the country's rice market to imports under the General Agreement on Tariffs and Trade. Later today, President Kim Young-sam named the nation's chief anti-corruption official, Lee Hoi-chang, as his new Prime Minister, a presidential spokesman said.

Fleet Unit Settles Claims of Lending Bias

A unit of Fleet Financial Group Inc. has pledged $100 million in loan refunds and other relief to Georgia customers to settle allegations of discriminatory lending practices by the banking company. The settlement, which was announced today, is the largest ever involving accusations of discrimination in mortgage lending against members of minorities.

EQUITABLE COMPLETES $800 MILLION STOCK PURCHASE

The Equitable Companies said yesterday that it had completed the $800 million acquisition of 61 percent of the stock outstanding of Donaldson, Lufkin & Jenrette Inc. from a wholly owned unit, the Equitable Life Assurance Society of the United States. Equitable Life still holds about 39 percent of the common stock of Donaldson, Lufkin & Jenrette.

ROCKWELL TO IDLE AT LEAST 500 SPACE SYSTEMS WORKERS

The Rockwell International Corporation said yesterday that it would lay off at least 500 employees in its space systems division, about 11 percent of the unit's work force, because of order cancellations, delays and reductions. The layoffs of salaried and union employees in Downey and Seal Beach, Calif., will begin in February, Rockwell said.

C. R. BARD PLEADS GUILTY TO CRIMINAL CHARGES

C. R. Bard Inc. pleaded guilty before a Federal judge in Boston yesterday to 391 criminal charges in a medical fraud case. Bard, a medical products company based in Murray Hill, N.J., pleaded guilty to selling defective heart catheters, concealing problems with the devices from the Food and Drug Administration and illegally experimenting on people, the United States Attorney's office said. The products were made by the company's USCI division in Billerica, Mass.
