LEAD: Japan's largest electronics concern, the Matsushita Electric Industrial Company, said it plans to produce high-powered lasers for use in American space communications. A spokesman said the lasers would be used by the National Aeronautics and Space Administration for communication between earth stations and satellites.

LEAD: The BankAmerica Corporation, which has been plagued with losses because of problem loans, asked Japanese commercial banks today to buy $350 million in notes and preferred stock as part of a $1 billion package to raise badly needed cash. Frank Newman, BankAmerica vice chairman, met with representatives of 20 banks at a hastily convened session.

LEAD: The General Motors Acceptance Corporation said it had agreed to provide optional financing to the 120 dealers of Regal Marine Industries, a privately held boat manufacturer in Orlando, Fla. The services are to include loans for retail, inventory and capital business. A spokesman for Regal said it expected sales of $60 million for the year ending on July 31.
