Justice Dept decides not to prosecute anyone in connection with FBI's 15-yr campaign to disrupt activities of suspected subversive orgns; decision is reached after Asst Atty Gen J Stanley Pottinger reptd to Atty Gen W B Saxbe that he found 'no basis for criminal charges against any particular individual involving particular incidents'; Justice Dept spokesman says Pottinger also told Saxbe that he had not revd entire 60,000 pages of records of so-called Cointelpro and that any allegations of specific violations that might come in later could still lead to criminal charges; operation was revd earlier by team headed by then-Asst Atty Gen Henry E Petersen; Petersen concluded that no criminal charges were justified but sent Saxbe 2 repts that have not been made public; rept on Cointelpro released by Saxbe and FBI Dir Clarence M Kelley on Nov 18 noted (M)

Brazilian Govt on Jan 4 lifts censorship for O Estado de Sao Paulo, country's leading newspaper, which is celebrating its 100th anniv; action is both birthday present and experiment in gradual liberalization; Pres Ernesto Geisei pays tribute to newspaper by sending his chief press spokesman, Humberto Barreto, to special mass to mark newspaper's anniv; newspaper appears with 100 pages intact although there is no formal announcement of removal of censorship; if test removal works it is likely that censorship will be removed from other publications (M)

256-page guide, The Rights of Reporters, issued by ACLU and written by Joel M Gora, natl staff counsel of ACLU, finds 25 states now have 'shield' laws allowing reporters to protect confidential sources, 8 of laws having been enacted since June, '72; warns that cts have not been hospitable to these shield laws and have tended to interpret their protective provisions as narrowly as possible; Gora notes that efforts to enact Fed legis to protect reporters have so far been unsuccessful; points out that Justice Dept guidelines promulgated in '70 and tightened in '74 'require that no reporter could be questioned or subpoenaed without advance express approval of the Atty Gen'; guide notes that US Sup Ct ruling in June, '72, that reporters had no protection under 1st Amendment against grand jury questions about confidential sources was 'severe setback'
