US Appeals Ct hears arguments on Govt's efforts to enjoin Times from publishing material from Pentagon study; continues in effect temporary restraining order; Times's lawyer A M Bickel bases defense on Gurfein decision; says that Govt witnesses, in secret sessions, pointed to only about 6 documents in the 7,000-page archive as ones that might endanger security; US Atty Seymour stresses that Times had undermined Govt's system of classified information; Appeals Ct in Washington hears similar suit against Washington Post; Fed Dist ct issues temporary restraining order against Boston Globe which began publishing articles based on Pentagon study; Globe will accede to order; Chicago Sun-Times also publishes article it says is based on part of study; Justice Dept says it expects to move against it
