LONDON, Feb. 11. -- THE NEW YORK TIME'S report of the Scott tragedy was the earliest and most complete published in the world this (Tuesday) morning. None of the London papers received all of the first installment of the message from New Zealand in time to print it even in their latest regular editions, although THE NEW YORK TIMES had it all in its first edition at 1 A.M.
