The Mazda Motor Corporation of Japan will start producing small cars in the Philippines jointly with a local car maker late this month, a Mazda spokesman said this week. Mazda will provide parts and assistance to the Columbian Autocar Corporation to produce 2,500 units in the first year.

CITIBANK SELLING 17 BRANCHES IN CALIFORNIA

Citibank F.S.B. of California signed agreements yesterday to sell 17 branches to two financial institutions, as part of its plan to concentrate on the San Francisco market. The Citicorp unit will sell 15 branches to Bank of the West and two to Bay View Federal Bank for undisclosed prices.

ETHYL APPROVES FIRST COLONY SPINOFF TO STOCKHOLDERS

The Ethyl Corporation said yesterday that its directors had approved the spinoff of the company's 80 percent stake in the First Colony Corporation life insurance unit. Ethyl shareholders will receive one share of First Colony for each three shares of Ethyl they own. The transaction is expected to be completed on July 1. Ethyl, a Richmond-based chemical company, owns 39.4 million of First Colony's 49.3 million shares. First Colony's stock closed yesterday at $29.25, down $1.125, on the Big Board.

LIFETIME CHAIRMAN SELLS ALMOST 300,000 SHARES

Anthony Reeves, chairman and chief executive of the Lifetime Corporation, has cut his stake in the Boston health-care company to 7 percent from about 10 percent. The company's stock price has risen 50 percent since March 22, when Abbey Healthcare Group Inc., Costa Mesa, Calif., bid about $23.50 a share, or $260 million, for the company.

FORMER DIGITAL EQUIPMENT MANAGERS FORM NEW COMPANY

A group of former managers of the Digital Equipment Corporation plans to reopen a manufacturing plant that is being closed by the computer maker. Called the Springboard Technology Corporation, the closely held company formed by the managers will begin operating on May 24 at Digital's manufacturing plant in Springfield, Mass. Budget Gap Is Narrower

The United States posted a budget deficit of $44.577 billion for March, but the shortfall was down 12.1 percent from a year earlier because of higher revenues, the Treasury said today. Taxes and other kinds of income were higher than in March 1992, when the Government posted a deficit of $50.712 billion. Interest payments also fell, reflecting lower rates.
