TRUE, Robert (Watchdog Bob) Jankovics has not been a reporter very long. And, true, his radio persona is modeled on Dom DeLuise's hyperventilated watchdog reporter in the movie "The Best Little Whorehouse in Texas." But none of that dampens Watchdog Bob's earnestness about the legal battle he is fighting -- an effort that appears likely to end with him in prison testing the limits of the First Amendment. Mr. Jankovics is one of those personalities who come along in journalism every now and again, who seem bent on trying to put their names on court decisions involving collisions of prosecutors and the press.

Three flights above New Bond Street, over a beauty parlor, is the office of Max Clifford, p.r. agent in the raw. It is decorated with stories that he has massaged, maneuvered and leaked onto front pages of the tabloids. They are mounted behind glass and pinned to the wall like trophies. Mr. Clifford is in the midst of an interview, expounding upon his skill in "directing traffic," as he calls the art of planting and suppressing stories, when in walks a motorcycle messenger wrapped in red leather. The messenger delivers a package from The News of the World that contains another mounted trophy, "Chief of Defense in Sex and Security Scandal."

LEVITZ TO BUY CHICAGO FURNITURE RETAILER

Levitz Furniture Inc. said yesterday that its Levitz Furniture Corporation unit would buy the John M. Smyth Company, a Chicago-based furniture retailer, for about $50 million. Levitz, based in Boca Raton, Fla., is the largest specialty furniture retailer in the United States.

LDDS COMMUNICATIONS TO ACQUIRE ACC FOR STOCK

LDDS Communications Inc. and the ACC Corporation said yesterday that they had signed an agreement under which ACC shareholders would receive one share of LDDS stock for each share of ACC held. ACC's stock jumped $3.50, to $25.25, in Nasdaq trading, while LDDS slid $1.375, to $27.125.

G.E. Locomotive Deal

Southern Pacific Lines, a unit of the Southern Pacific Rail Corporation, plans to buy 100 locomotives from the General Electric Company for about $135 million. Southern Pacific Lines, the nation's sixth-largest railroad, with 15,000 miles of track serving 15 states, said last week that it also planned to lease three locomotives from the Morrison Knudsen Corporation.

NatWest Set To Acquire Citizens First

National Westminster Bancorp said today that it had signed an agreement to acquire Citizens First Bancorp of Glen Rock, N.J., in a transaction valued at $500 million. The acquisition of Citizens First, which has assets of $2.6 billion, would add 50 branches to NatWest's New Jersey network. NatWest, based in Jersey City, currently has 133 branches in New Jersey and 127 branches in New York.

Hong Kong Market Bouncing Back

Stock prices were staging a recovery here early today after tumbling in the previous two trading sessions amid concerns about rising interest rates. At midday, the Hang Seng Index of 33 leading stocks was up 230.97 points, or more than 2.6 percent, to 8,898.00. The index is trying to bounce back from a two-day plunge of more than 9 percent. At the end of trading Monday, it had fallen 28.7 percent since the Federal Reserve pushed up short-term American rates on Feb. 4.

First Fidelity To Buy Bank In Baltimore

First Fidelity Bancorp said today that it had agreed to acquire Baltimore Bancorp for $346 million in cash to expand its 630-office system along the Eastern Seaboard. "Our view of the geography for First Fidelity, certainly within the immediate time frame, is a franchise that might reach from Boston to Baltimore," First Fidelity's chairman, Tony Terracciano, told analysts during a telephone conference call. Seaport Business Sought Mr. Terracciano said he wanted to expand, serving all Eastern Seaboard ports, to accommodate increased business from middle-market companies doing business with Europe. "It positions us in a new market which is experiencing economic growth and which is contiguous to our Philadelphia-area and southern New Jersey operations," he said.
