LEAD: It was disappointing to see Ernest Leiser dismiss a fifth of CNN's programming as ''a couple of half-hour business-news shows'' (''The Little Network That Could,'' March 20). But it is not surprising. Broadcast network producers rarely understand business news, so they usually don't consider it worth coverage.
