INTERNATIONAL 3-22 India-Pakistan Tensions Easing Over Kashmir An Indian official said steps to ease the crisis with Pakistan have begun. The official credited Pakistan's military ruler with ordering a halt to the infiltration into Indian Kashmir -- meeting the most important condition India had set for stepping back from the brink of war. 1 A warning has been delivered to leaders of more than a dozen Kashmiri militant groups in Pakistan that their infiltration into the Indian-controlled portions of Kashmir will no longer be tolerated, the leaders said. They said their fighters had been blocked from crossing into India by Pakistani troops, who have stepped up patrols along the mountainous border. 10
